Rule 27
Promotion Committee

(1) There will be the following promotion committees to recommend for promotion to the following posts in the police service:-
(a) For the post of Additional Inspector General of Police:
(1) Secretary, Ministry – Chairman
(2) Secretary, Office of the Prime Minister and Council of Ministers - Member
(3) Inspector General of Police – Member – Secretary
(b) For the post of Deputy Inspector General of Police and Senior Superintendent of Police:-
(1) Secretary, Ministry – Chairman
(2) Inspector General of Police – Member
(3) Additional Inspector General of Police appointed by the Inspector General of Police - Member - Secretary
(c) For the posts of Superintendent of Police, Deputy Superintendent of Police and Inspector of Police:
(1) Inspector General of Police – Chairman
(2) Joint Secretary, Ministry – Member
(3) Additional Inspector General of Police or Deputy Inspector General of Police appointed by the Inspector General of Police - Member - Secretary
(d) For the post of Senior Deputy Inspector of Police and Deputy Inspector of Police:
(1) Additional Inspector General of Police or Deputy Inspector General of Police appointed by the Inspector General of Police – Chairman
(2) Senior Superintendent of Police or Superintendent of Police – Member
(3) Deputy Superintendent of Police – Member – Secretary
(e) For the post of Assistant Inspector of Police:
(1) Senior Superintendent of Police or Superintendent of Police – Chairman
(2) Superintendent of Police or Deputy Superintendent of Police – Member
(3) Deputy Superintendent of Police – Member – Secretary
(f) For the posts of Senior Police Constable, Police Constable and Assistant Police Constable:-
(1) Deputy Superintendent of Police Chairman (2) Inspector of Police - Member
(3) Senior Deputy Inspector of Police or Deputy Inspector of Police - Member-Secretary
(2) If a police official or a close relative of a civil servant in the promotion committee is a potential candidate for promotion and the promotion of such a candidate is to be recommended, the Inspector General of Police in the case of a police officer and the secretary of the ministry in the case of a civil servant shall appoint another official of the same level to work in the promotion committee instead of such official. . Explanation: For the purposes of this sub-rule, “near relative” means father, mother, step-mother, husband, wife, son, son-in-law, daughter, daughter-in-law, brother-in-law, brother-in-law, brother-in-law, sister-in-law, sister-in-law, grandson, granddaughter-in-law, granddaughter, grandson-in-law, nephew, niece, niece, nephew, nephew, niece , niece, son-in-law, mother-in-law, father-in-law, brother-in-law, daughter-in-law, mother-in-law, brother-in-law, brother-in-law, son-in-law, brother-in-law, sister-in-law.
(3) The promotion committee shall first recommend for promotion the police officer who has obtained the highest marks among the possible candidates for promotion.
(4) The list of police personnel recommended for promotion by the promotion committee and the recommendation list with the total marks obtained by them shall be published for the information of all concerned.
(5) The promotion committee subject to the Act and these regulations may determine and implement the necessary principles and procedures for the purpose of recommending promotion.
